Editorial board
Who decides, and on what.
An editor takes a manuscript on, invites the reviewers and writes the decision. No editor decides a paper they wrote, and no author is invited to review their own work. Both are refused by the database rather than left to anybody's good sense.

Reviewing for the journal
The reviewer panel is being assembled. A member of CISBM who is willing to review says so in their portal, naming what they can judge.
Reviewing is work and is recorded as such: a completed review is on the member's record at the Centre, where it counts toward progression, even though neither the author nor anybody else is ever told who wrote it.
Appointment and term
Editors are appointed by the Centre and hold office until they stand down or the appointment is ended. An appointment and its ending are both recorded with a date, so the board as it stood on any given day can be reconstructed from the record rather than remembered.
